Questions
When do I need this?
When putting text in a link's query string, so characters like &, ? and spaces don't break it.
Why does decoding turn + into a space?
Forms encode spaces as +, so decoding treats them as spaces.
What causes a decoding error?
A % that isn't followed by two hex digits, such as %zz.
